Speed Camera Details: The section of the M25 between Junctions 23 and 27 was recently upgraded to a "smart" Motorway with all lane running (official completion was November 2014, though J23-J25 opened ahead of J25-J27). Speed limits, lane closures and other information are displayed on a mix of both gantries and variable message signs.
When speed limit shows on the variable signs the camera system is instructed to start enforcing the enforcement speed (i.e.. the limit + threshold).
The system is essentially an unmodified radar GATSO system (the type you're used to seeing already) with additional hardware and software for the variable speeds.
